In the context of the leadership role, to undertake a diverse range of duties at organisational level including involvement in the development of strategy, planning and management of change, policy development, analysis of problems and complex casework. A combination of strategic management and specialist skills are required to deal with the complexity and diversity of the issues in this regard.
Responsibility for linking HR with service planning at senior management level and delegating actions to be taken to the HR administration team.
To attend Board of Director meetings and present on HR related topics as and when required.
Recruitment & retention: managing talent and succession planning; taking overall responsibility for recruitment activity and campaigns. The HR Manager will in consultation with Senior Management team identify the skills, competencies and personal attributes required of staff and recruit accordingly.
Development and implementation and review of HR policies and processes and initiatives to comply with NERA/WRC, HIQA regulations and employment law and best practice.
Ensuring organisations compliance with Employment Legislation, NERA/WRC and HIQA requirements and acting in an advisory role to senior management and employees in highlighting any decisions or actions that may have an impact on such legislation.
To research guide and advise the senior and client services management team on various HR and IR issues.
To assist Senior Managers on employee related matters and provide support as and when required on specific company projects that impact on employees.
To regular liaise and communicate with INMO, PNA and IMPACT trade union officials and representatives on IR matters or change proposals.
To co-ordinate and take part in disciplinary investigations and to represent the organisation at third party industrial relations forums where necessary.
To facilitate employee grievances in line with company policy.
Design and implement and provide training programmes/ seminars for employees.
Develop and maintain a human resources electronic system that meets top management information needs and lead upgrades/new installations where required. i.e. TMS/HR/ Moodle.
To assist Senior services Managers and Client Services Managers in monitoring and dealing with absenteeism. Monitor monthly location absenteeism reports, recommend procedures to reduce absenteeism and employee turnover to Managers.
To assist Senior services Managers and Client Services Managers in monitoring and planning the taking of TIL and Annual leave. Prepares monthly location annual leave and time in lieu reports recommends procedures to reduce leave levels
To discuss staff development issues with individual staff and source and advise accordingly on appropriate training/development courses.
To oversee the activities of the HR Department viz a viz recruitment and selection, staff training and development, employee performance and personal development review, industrial relations etc and monitor and review the activities to ensure good practice and to reflect changes in legislation where relevant.
Contracts with outside suppliers to provide employee services, such as nursing agencies, recruiting agencies, VHI employee assistance programme, CIPD
To ensure that the HSE monthly census returns, absenteeism rate returns, and starters and leavers returns are completed and forwarded to the HSE in a timely manner. To ensure that any other reports requested are completed and returned within provided deadlines
To hold regular review meetings and supervision meetings with the HR administration team, volunteer team and staff training psychologist to keep track of progress and facilitate two-way communication.
To give direction, advice and guidance to the HR administration team on employee relations issues.
To co-operate with accreditation procedures of The Council on Quality and Leadership (CQL) and to monitor the quality of work and strive to ensure full compliance with legal, professional and safety standards.
Bachelors Degree or Masters Degree in Human Resources.
Management qualification desirable.
Full clean Drivers licence.
Fully competent in IT & HRIS.
CIPD registration desirable.
Train the Trainer qualification desirable.
Minimum of 5 years senior managerial experience in the HR field.
Experience of operating in a Unionised Industrial Relations environment essential, with evidence of delivering change through trade union engagement & negotiations.
Significant Employee Relations experience essential, including attending external third party bodies as well as managing internal ER matters such as cases, claims, investigations, grievances, disciplinaries, complaints etc.
Experience in strategic and local change management in support of organisational objectives and initiatives.
Experience of budgeting, budgetary management and costing pay elements of organisation wide cost saving initiatives.
Experience of managing and enhancing HR policies, practices, systems & work practices.
Experience of operating in a regulated, audited environment.
Experience of leading a multi-layered team of HR staff.
Ability to represent the Human Resource function as part of the bigger business picture.
Excellent motivation and team leading skills with strong people management experience.
Confident directing HR and advising managers on all aspects of people management and development.
Good oral and written communication skills characterised by a high degree of initiative, energy and enthusiasm.
Ability to effectively plan and organise work, operate efficiently under pressure and deal effectively with competing demands.
Sound negotiation and conflict resolution skills.
